Is there any ways to get smoke on AI,on/off?

Unfortunately, with the limitations of fs9 AI the simple answer is no. You can have smoke on all the time, you can have smoke off all the time, you can't have it dependent upon throttle setting or anything like that.

This doesn't mean to say that somebody won't come up with an ingenious way in the future but its unlikely. I can't answer for fsx.

Actually you do have limited control. By setting the smoke effect to a strobe light in the Aircraf.cfg file, you can at least make the smoke only appear when the strobes are on which is once the aircraft takes the runway for takeoff and then it goes away once the strobes go out after taxiing clear of the runway upon landing.

Not the control you are looking for but it's something.

You can have AI engine smoke on whenever the engines are running if you key it off the beacons (1) rather then the strobes (2) in the [Lights] section of the aircraft.cfg file. However, as Mike says it is a binary function in that it is either fully on or fully off. :(
