Your logic is some what flawed. POTUS has only been in office a little over a year. Yet you fail to recognize the abuse of the previous admin that used AF-ONE as a personal world wide recreation vehicle for his family and friends.

The reasoning was beyond the federal government's control. Airport management uses a pavement classification number based on the runway's structure. Aircraft use an aircraft classification number which needs to be equal to or less than the PCN. The PCN numbers for Love Field are 13R/31L PCN 68 /R/B/W/T, 13L/31R PCN 48 /R/C/W/T. The airport can grant overweight waivers but the FAA recommends only 5% over for rigid pavement and 10% for flexible pavement.
