SO I have a question. Im using FS9 with Edit voicepak 3.1 and My operating system is Windows 7 Home Edition. Im trying to update my voicepack for the the call signs for the military groups.. but when I go to hear them within the sim they only have numbers. What is the sequence or how should I proceed to make these call signs work.. Thanks in advance

Did you, after importing the vcpmod files and saving, also click "Update Voicepack"? As long as you don't do that, your FS9 isn't updated.

I have a similar problem in the same spec as above in that I no longer get the sub screen for duplicates and when I click on the new RED call signs they stay RED. In addition click save and nothing happens. Yet the call signs work?

Yes I did hit save... that is what I did. then I went to the base to hear the call signs but when I go there all I get is numbers. I was wondering if something in windows 7 could be causing the issue... As it works fine in windows XP... Loved windows XP

Where have you got FS9 installed on W7?
Don't forget that W7 inherited a lot of security from Vista. If you put FS9 in the default C:\Program Files\Microsoft Games\Flight Simulator 9, or C:\\Program Files (x86)\Microsoft Games\Flight Simulator 9, then you will get problems.

It was quite well known at the time of Vista that if you wanted everything to work as you wanted it don't put it in the the default location as the security would stop outside programs from altering files in those folders.

You could try making evp run in administrator mode but if that doesn't work then you have no option but to alter the security settings on the FS9 folder itself, or reduce the security settings for your whole pc.

I had the same problem solved by using administrator only rights. Works OK now.

I have encountered a similar problem, however my problem is that some callsigns will work and some won't. As an example the recent Norfolk package callsigns for some reason don't work, yet the Patuxent callsigns do work. I can hear Tester then the flight number. With Norfolk, I get just the flight number. The callsigns are present when I look under the EditVoicepack Custom Modifications, Callsigns. The call signs are not red and when I click on the callsign, it says what it is supposed to. I have checked the aircraft.cfg file and the ATC-airline matches the callsign. I deleted then reloaded the callsigns according to the instructions; File, Import, Open, Update, and Save. The operating system is Windows 7 with all updates current as of last Saturday. In addition I use EditVoicepack 3.1.1750.19464. Not sure where to look next and hoping someone can point me in the right direction. Thanks in advance for the help.

I did some more digging on this one. The custom callsigns are not being used by the AI aircraft. The AI aircraft will use callsigns but they are not located in the EditVoicepack Custom Modifications, they apparently reside somewhere else. As an example Tester and Navy are not in the custom list but do work with the AI aircraft. When I look at the shortcut properties, the Start in path statement is: "C:\Program Files (x86)\Bevelstone Production\EditVoicepack\". Is EditVoicepack installed in the right location? Hope the additional information helps.

What this sounds like is that your UAC settings are not letting EVP override something in a "C:\Program Files (x86)\" folder.

First off open your User Account Setting, which you should find under the Control Panel > User Accounts section. My guess is that the slider is probably at the top as Always Notify. I would try lowering it.

What I would suggest is that you try that and rebuild your EVP and test to see if it works. If it does then you have two permanent options. Either leave the UAC at the lower level or search for a way to alter the security settings for the FS9 folder.

There is a third option which is to lower it every time you want to update EVP and then raise it back again.

I did a random sampling of aircraft.cfg files and the atc_airline=callsign, so things appear good there. I checked the UAC settings and they were set to default. Reset them to Never Notify then restarted the computer. What happened next was interesting, about one-third of my add-on scenery disappeared. I then reset the UAC to default and the addon scenery re-appeared. it would appear that EVP is unable to locate FS9.

Wow, a third of your scenery disappeared with your UAC off? I have never heard of anything being worse with security off. I have always set my security to off.
Is all your scenery in the same place, drive/folder?

If you think that EVP doesn't know where FS9 is then try the following.
1. Copy the current EVP folders in their it's entirety. (C:\Users\xxx\AppData\Local\EditVoicepack) and (C:\Program Files (x86)\Bevelstone Production\EditVoicepack).
2. Uninstall EVP.
3. Re-install EVP, preferably not to one of the protected directories.
4. Copy your saved EVP folders over the top of the new ones.

Now having said this EVP does not set where your FS9 installation is, so it must check by default the registry location and expect to find it.

When the scenery disappeared it got my attention. All of my scenery is in the FS9 Addon Scenery. The scenery packages are individual sub-folders under the Addon Scenery folder, while scenery that just adds AFCADs and BGL file are in the Addon Scenery > Scenery subfolder. When I reset the UAC slider back to default, the scenery re-appeared. Not sure what that is all about. I'll give your suggestion a try either and let you know what I discover. Thanks for your help and patience, I appreciate it.

Saving is only the first step. That's why I asked if you, after saving, also clicked on "Update Voicepack". As long as you don't do that, your FS9 files aren't updated. It's important to use the correct terminology. :)

The only thing that does is update the list of callsigns you can select in the create a flight menu, so it won't help solving this issue I'm afraid.

It also puts the name of the airline in the ATC window when flying so you can identify aircraft when ATC are talking to them otherwise you only see the flight number.

This is what I have tried to-date with no success:
1. Uninstalled and re-installed .NET Framework 1.1 UAC off
2. Uninstalled and re-installed Editvoicepack UAC off
3. Used FS_Registry_Repair tool
4. Read forum posts related to Editvoicepack

Again, with UAC off about one-third of my Addon scenery disappears. After turning UAC off and starting FS9, I get the dialog boxes that indicate the building of indexes, etc. When I return the UAC setting to Default, the scenery returns. However when I start FS9, no dialog box about building indexes. Done some troubleshooting and tried a couple of things, but no success.

A couple of questions:
1. Is there a way to check/validate that the required registry entry is present?
2. Is there is way to check/validate that Editvoicepack is using/recognizes .NET Framework 1.1
(also have .NET Framework 4.6.1 installed on the machine)?
3. Is there a manual method for installing .vcpmod files (manual install then check to see if the callsign works)?

If there are additional thoughts about how to approach and troubleshoot this issue, just let me know. Thanks in advance.

I can answer number 3. The answer is no. That's why EVP was developed. Sorry. Just Googled "UAC settings and FS" and got some results that may help you solve your problem.

I was able to get the Voicepak to work by lowering the authorizations . Works fine now thanks for the info.

That makes sense. That is what I undestood.
The weird one is Paul's case (pslinger).

I can't for the life of me work out why some of the scenery disaapears when you LOWER the UAC. There must be something really specific in his setup.
I would be so tempted to say copy all the FS9 configuration files and, if you have the space, copy the FS9 folder (really playing safe here) - else rename it and copy the FS9 folder onto a different internal HD partition and then use the FS_Registry_Repair tool to set the new location and see if that makes a difference.
Before I went to W7 I read loads on issues with FS9/FSX being placed in the default C: location with UAC and so avoided. I have not yet had any security issues with FS9 on either W7 or W10 with it placed on a FS specific F: drive partition.
