Clark air base in the philippines as it was back in 1989. The scenery was created with the help of Google earth, historical maps and a lot of pictures found on the internet. This scenery was build and tested in P3D V4, but i have provided the ADE project file (RPLC_ADEP3_RM.ad4) so that anyone can convert the scenery to older versions like FS9 or FSX.
Back in 1989, Clark was home to the following units:
3rd Tactical Fighter Squadron (F-4E)
90th Tactical Fighter Squadron (F-4E & F-4G)
26th Tactical Fighter Squadron (F-5E) aggressor squadron
20th Tactical airlift (C-9)
21st Tactical airlift (C-130)
1st Special Operations Squadron (MC-130)
31st Resque Squadron (HH-3)
For the F-4's to show up, download the awesome repaints and flightplans by Jason Rogers on Avsim:

As there aren't repaints available for the F-5E's of the 26th TFS, I instead used the repaints by Mark Walsh for the 527th TFS at RAF Alconbury as a standin. I have included flightplans in this Clark AB download. For the repaints:

Parking codes for the F-4's and F-5's are available at the parkings in this scenery.
Make sure you convert the aircraft and flightplans to FSX/P3D standard!!
You wil need the following Object Libraries for the scenery:

Is there somebody who has succesfully done so?

Not possible, the AD4 file can't compile to FS9.
But is someone can compile it to FSX, it'll be possible to convert it to FS9 after.

It turns out that with a bit of modification it is possible to export for FS9.
It took a bit of time to edit XML files to get FS9 excludes and discover the incompatible features in the original ADE.
I changed four hold short nodes to make them FS9 compatible and imported the FS9 excludes from an XML file.
No other changes made other than changing the elevation to FS9 default.
