Avsim has a decent PASY scenery, includes the COBRA DANE array as well as admin buildings and roads. It was designed for fs2k2 but works well in fs9. The file is: shemya.zip

It looks like your using Alaska Cinematic by Georender. I had the same issue. I resolved it by removing the PAED2.BGL and PAED-Elmensdorf2.BGL files from the AC volume 1 scenery file. hope this helps.
