EGUL should work pretty well right out of the box.
Is that you don't have the F15 traffic showing up, or are you missing any/all AI traffic? Is there is no AI at all, then I would guess that an FS9 traffic file has managed to sneak in there.

Great. Is this using the old scenery by John Stinstrom, updated later by Jim Dhaenens?
Personally, I would love to see a new scenery that uses the ORBX AFCAD as a footprint, with the custom buildings that JS did updated and converted for FSX/P3D. That would be ideal.

Sure you can use SIMVAR commands in a mission, but remember that TACPACK is designed for MP in Free Flight. You can use TP with missions, but only for single player missions.

First take a look at it with the photoreal backdrop, that would be my advice. You might decide that all those little extra nodes are of little or no value. Or you might decide to keep some of them, but not all. Up to you, really.

FS9 is the default setting around here. It is the other versions that you have to convert yourself.

Again, this probably pertains to FSX and not FS9, but there is a thing called 'living world'. There are your traffic boats that follow schedules, and there are your 'wander boats' that all into this category. So the sim does allow for random 'autogen' placement of boats You just gotta add the boats.

OK, still getting the invisible AI on this model. I guess this is a DX10 thing? Never ran into any issues with other MAIW models, but this is one is pretty old, if I am not mistaken.
