Loring AFB scenery from John Sinstrom has some traffic files inside.
They are in .bgl format but you can extract them with traffic tools.
They have no waypoints but there is traffic at the base now.

K.I. Sawyer AFB circa 1980's ....to make the former SAC base come to life. This is no real representation of the base and many parts are fictional. U need to add the same effect twice into ADE.
One with parameter: NIGHT=1;DAY=0;
the other with parameter: DUSK=1;DAWN=1;

now it should work..
