I see from official charts that CYOD has an ILS on 31R but AFAIK no one has created an AFCAD with it. So does it have ILS? Anyone know?

Apparently so. It is easy enough to add one using Afcad/AFX/ADE. If the afcad ever gets updated I feel sure that it will get added.
I used the real freq of 109.3 and identifier of IOD.
