I´m encountering problems with the recent windows 10 updates. The dotNet update disables REX Skyforce 3D and AIG AI Manager software. Also Logitech Options can´t start anymore. Matrix also made problems with the intermediate updates but run fine after the latest update today. But since Skyfores and AIG Manager didn´t work I had to uninstall the updates KB4514359 and KB4515384. The latter made my taskbar useless. After uninstalling all apps work like before unless Matrix does no longer start. It crashes while opening.

Normally i would more than happy to weigh in here and try to help but I don't have any of the software mentioned and I am am away from my main puter so this time it will be have to be somebody else to try and assist here.

At the moment, I don´t need Matrix, since I got all packages installed . But I hope I get it to work when there are updates.
Some of the programs I use may need to be corrected to work with newer .net versions. But I wait now with Windows 10 updates. They even break their own functions (Taskbar)
AIG AI Manager is a bit the same like Matrix but for civil ai traffic.
REX Skyforce is a weather engine.

It's a DirectX problem caused by an update of d3d9.dll. The reason you think it's .NET related is because all apps you mention are written with the .NET framework and rely on that the d3d9.dll module, including Matrix, so .NET reports the issue.
Do you have anything that boosts your graphic card, especially MSI Afterburner? If so, try switching that off and start Matrix again.
