OK the first thing to check is what are the schemes, .bmp or .dds? If they are .dds then use MCX to check that the model has been converted to use the same naming standard as the fs9 model with the exception of the extension being .dds.
I have seen it where conversion have changed the naming standard expected and that could account for what you are seeing.
