I was finally able to download North America after about 6 tries. I'm wondering if it was just a lot of traffic trying to download it at the same time that was causing issues. I have WIndows 10 and was not using a download manager.

I am experiencing the same issue as those above. I only get it when trying to update the Global Libraries. I was able to install the Asia Package without any problems.
