The F-16 is not affected by the FSX canopy bug (affected are the Mirage-2000, Tornado and early Eurofighter and A-10 models). I would imagine your issue comes either due to the fact that you are using SP1 instead of SP2 or because you have missed to copy a texture into the %FSX%\texture folder.
