My solution is to borrow an idea from Mussolini.
If the state pays you then you do a job of work that the state decides it wants you to do, whether it be sweeping the roads, wiping out graffiti, mowing public lawns, picking up dog crap or whatever.
This way it encourages them to get off their arses and find a job they want to do rather than doing crap jobs that councils can't afford to pay anybody to do.
It will probably have the side effect of tidying up the council estates that look crappy because nobody cares about them and so their kids run riot.

You'll find this kind of people in any country where you have a welfare system. I do not even blame them. It's the government which makes it comfortable for such people. It's ok for a short term in case you lost your job due to poor management of your employer. But it should not be paid forever.

Well, this is a really interesting issue to discuss about.
These guys are BY DEFINITION what Public Economics refer to as "free riders": they don't pay any taxes but get all the benefits from the public administration.
I'm astonished as I thought a similar thing could easily happen in Italy, where the state carries out few or no control. Here some pretend to be invalid, disabled or handicapped in order to get a higher pension without doing anything, and this is considered a crime and punished.
These guys are not committing any crime as they don't have an income (though they could) so they "cannot afford" paying taxes, but it's a paradox, as with state subsidies they get more than they would earn doing a normal job!
At least the couple came to the fore and told the truth (IF their story is true), but there is definitely something wrong from the bureaucratic point of view. That is, the state has definitely applied its rules: there are some criteria that sum up in this case, so the couple get money without doing anyhing because they are eligible for it. It would be interesting to see how this works.
