Are there any FREEWARE (emphasis) paint programs out there?? I really wanna start learning how to do re-paints

PSP 7.0 (couple of versions old now) cost me all of $8 American to get off of EBay.  That's what my lunch at Quizno's cost me the other day.
You definetely want something that can work in layers. Not sure what's out there that's freeware that works in layers.
Trust me, if you really want to do an ace job, spend a few bucks and get a nice program like Photoshop or Paint Shop Pro.

I've used PSP7 for years. Now I've moved on to PSP9 but the retail version will cost you.
GIMP is a freeware tool that many say is a photoshop clone. I've got it but rarely use it now that I've got PSP9.
You really do need something that will work with layers. That's the best way to get a nice repaint.

Gimp is probably your best bet then....

Even the developers said their original reason for writing it was that Adobe Photoshop was so expensive. So, they "cloned" it. It's not an exact clone since Photoshop as advanced and added features faster than Gimp, but GIMP has all the features needed to do 99.9% of what is needed for repaints.
I have heard of a couple people actually doing their earliest repaints in MS Paint, but I wouldn't recommend it - even though I have seen a couple of those repaints and am in awe that they could accomplish what they did without using layers.
