Looks to be FS9 with the FS9 bloom effect and REX installed. Makes for great screen shots, that's for sure.

You are correct Mike. I used bloom plugin for dusk and dawn only, because I noticed it's ugly to use it in day time.
Shaggy, I used the Boris' GTA San Andreas Bloom, just search it at Google!
