Unless they have changed recently- -
Averrage speed cams work on individual lanes on the motorway, they are networked in pairs.
Switch lanes between cameras they can't get an average speed.
However .....
Some cities are now installing cameras that are completely networked. As long as you enter and leave the area via any of the cameras an average speed can been calculated.
However .....
Some counties (Durham for example) are removing all their fixed speed cameras now that revenue goes straight to Westminster rather than the local councils. The councils now receive a portion back from Westminster and it isn't enough to cover the cameras maintanence, so many are planning on removing them.
