I give you fair warning here. You have til Wednesday to get this done as I am off on hols for a month. Normally I wouldn't say anything but it has been going on for nearly a month now and yes I appreciate that there is a time difference issue.

Right, Andy.
I have chopped down the mega-nutter-b*stard file that you sent me from the 141K records to actually only 282 that are not founds.
I have attached the file here so you can check your system for the files.
Now the first thing to tell you is that any path name that ends in '\TEXTURE' is not necessarily an error. The reason for this is that whilst an addon scenery folder has to have a 'SCENERY' sub-folder it does not necessarily have to have a 'TEXTURE sub-folder, even though the system will check for one. Several of the addons produced here fall into this category.
OK now some technical stuff.
A texture file will be looked for in one of 3 places, in the order :-
1. Firstly the texture folder in the addon scenery directory.
2. Secondly in the \scenery\world\texture folder
3. Finally in the \texture folder
This will explain why you will sometimes get a not found for a texture in the, for example, Kobe texture folder but no further errors. It means that when it went to check in the next folder it found it so it won't notify you.
In this case the ones that you should be really checking are the textures that are not found in BOTH the second and third places to look. Now on my system I have them all but then again it doesn't crash on my system.
It is now up to you to find the problem texture(s) and install them. These are all default textures though so it might be that one or more maybe corrupt so you will need to visually check them as well.
So you need to start from the bottom and find them on your system. I would strongly recommend using Everything from
https://www.voidtools.com/downloads/ as it is far faster than anything MS has and the portable one is perfectly good to use, I do.
Not only is it fast but it also lists as you type.
Now, if after all that you find that all the missing files are there ensure that they are in folders that are called in your scenery.cfg and if they are then your problem is not a texture issue, although 99/100 it is.
The next option is messier and more time consuming. The problem is likely to be a corrupt bgl and you are likely to need to go back to your procmon and search differently OR you will have to replace all the bgls that FS9 is trying to load in that area so I would guess that would mean all of your Japanese scenery.
Whilst this sounds bad, and indeed it is not pleasant the chances are it is a missing/corrupt texture as it mormally is.

OK how are you looking at them?
If you are using a standard MS picture viewer I don't think they will load but if you use DXTBmp or XnView you can guarantee that they will be loaded correctly if you load them into either of them and they won't load or they are corrupted you will see it.
Now if they some/all are corrupted that would explain your issues.
So the first thing to do is find out how many are missing completely, using Everything, then the ones that are there check using either of the tools I mentioned, and I am sure that there are others. Just make sure that they can load DXT files most graphics proggies can't.
Those files that seem to be missing are standard FS9 files. However, some packages, eg. Orbx, alter textures. These packages tell you to make backups of your default textures before you install, or even do it themselves. It is possible that you installed something that overwrote the default textures and you then de-installed it and it removed those textures as well expecting you to manually restore the backups. I have seen this.
Now what I have said is hypothetical and I am not saying that it is what happened. However, if you check and those files are missing from your FS9 texture folders they might be saved somewhere else but Everything will tell you - hence why I said check that the folders they are in are in your FS scenery path.
Now IF the textures are indeed corrupted, but you will have to check them all, then if you are lucky you will have them in a backup folder due to the situation I just mentioned. IF that is the case as long as the backups are good them simply copying them over will fix your issue.
Now I have to be really specific here and please answer the questions, as most times you don't.
1. Have you actually checked each texture mentioned in the procmon output for its existence and whether it is corrupt?
2a. Are there any textures actually missing from your system, as indicated by procmon output?
2b. If the answer is yes then how many and what ones are they?
3a. Are there any textures on your system indicated by the procmon output that you found corrupt?
3b. If the answer is yes then how many and what are they?
4a. Do you have any extra copies of those missing/corrupted files backed up in other folders?
4b. If the answer is yes then how many and what are they?
5a. Are there any textures that are missing/corrupt that you do not have backups for?
5b. If the answer is yes then how many and what are they?
6. Is there any other useful, pertinent information that will be helpful in finding a solution to this.
Now really we have come to the crossroads here. Nothing else can be done by anybody other than yourself. You have to do the searching, and you have to do the checking. Nobody can help.
Also you must be specific in your answers as a lot can be ambiguous which means that more time and communication is wasted.
Only once you have answered these questions can any remedy be found.
Hopefully, in a nice situation there is a backup folder of textures that you didn't realise you had and you can solve this yourself.
I have tried to be as clear and precise as I can possibly be to obtain the full information required. Over to you.

Steve I feel like this has taken over my life I really want to solve this I really need your help I'll even risk my life savings to get you here even though I was saving that for a one way ticket to LA to become a screenwriter and get the screenplay I'm working on turned into a movie

Andy,
I am a big believer is that when you have multiple problems that you solve them one at a time. So lets leave the puma issue for the moment.
Unfortunately the information about your computer does not provide any assistance on this issue.
As I have said before some people find it easier to diagnose problems than others. Each problem you come across helps your knowledge for the future.
Now on me flying to Atlanta it is kind of you to offer but there is no way that I could do that. The cost to you would be prohibitive and I would be wary of anybody that would be willing to fly half way around the world at your expense.
Your best bet is to get one of your friends to come over and go through it with you, preferably one that is comfortable with computers. They can read these posts so they see what they need to help you with.
The chances are that this issue has been diagnosed it is now a case of proving it and fixing it. So it still comes back to you checking files as described earlier and answering the questions in my previous post.
There is no need to worry over it you just need to be slow and methodical. Start at the bottom of the list and enter the name of the bmp into Everything. If it finds it, great. Note down what directory it was in. If it doesn't note it down on a different list. Then move on up the list and keep going until you reach the top.
As an example the last line is
\Texture\029B2Su5.bmp so check for
029B2Su5.bmp do you have it, if yes write down on list A the name and where it is and if not found write down on list B.
Move to the line above which is
\Scenery\World\texture\029B2Su5.bmp. Now here you can see it is the same file just a different location. So as you have done the check already you can ignore it and move on. So you can see that in fact your workload is not as bad as you thought in the first place, and this one of the reasons you start from the bottom.
At the end of this exercise you will have a list of files that exist and a list of files that don't. Next you need to check the files that exist in DXTBmp which you can download from here
http://www.mwgfx.co.uk/programs/dxtbmp.htm. It is a simple case of dragging and dropping those files one at a time into DXTBmp. If they load and look fine then we know that they are OK, if they don't load properly then mark them down on list C as corrupt.
Once that exercise is done you will be able to answer the questions in my previous post and we can provide a solution.

Andy, I do find it strange that you have got nobody to call on to help you.
On the Alaska textures you do nothing until you have answered my questions. I don't know anything about those textures. You haven't said that you have textures missing. You haven't confirmed that you have definitely got corrupt textures.
You can't just say what about these unknown textures and expect anybody to give you a correct answer.

Just refreshing Andy's problem statement for a moment:
I'm having a problem with Kobe when I load it in the day it stops loading at 55% but at night it loads.
I've tested my KOBE again and it loads fine, day and night, so there's nothing wrong with the package as such. However, it's quite a complex package and in order for it to run properly, the user needs to have additionally:
- installed the FS9 global scenery object libraries
- installed 10 other custom libraries
- installed one effect file
- removed FS9\scenery\ocean\scenery\HP985220.bgl to obtain proper water definitions of Chichijima island.
So, as we have been summizing, if Kobe is loading at night, but not during the day, there is probably a day texture missing, or corrupt. That could be one or both of the two textures in the Kobe\texture folder (JY_Containers.bmp or JY_Higashi_Kobi_bridge.bmp), or one or more of the day textures in any of the object libraries. The problem is there are so many textures in the libraries. The problem texture may also be, or not be, in the default FS9 texture folder, or even the FS9\scenery\world\scenery folder.
Andy, before Procmon overwhelms you and just so we can rule it out, can you confirm please that all 4 steps of the installation have been followed? You might also consider re-downloading all the libraries and installing them again to ensure all textures are present. I just want to be sure that you have what I (and Brent) has for a proper installation.
Before you do that though, temporarily remove SHMV_VTPL.bgl and SHMV_VTPP.bgl from your Kobe\scenery folder and see if Kobe will launch in the day. There is no logic to this, but on a few occasions, my FS9 will freeze loading at about 60% when trying to load one of these types of files - never in Brent's sceneries, but in more than one MAIW scenery I have downloaded in the past.
If all that checks out, then the only way to find the problem is with procmon I think.
