I have noticed a few of the files from here use this extension .... What is it and how do I use it??? Winzip doesn't open it

The files for Eielson AFB is in this format

it is an ENC file instead of the normal EXE

Those files are not meant to be opened. You have to use the WoAI installer with these packages.
