Even with a jammed trim, there's no reason to make an approach like that.

A jammed trim would be an emergency. I sure as heck wouldn't let the SIC fly in that situation. I also wouldn't have people standing up behind the jumpseater.

That whole thing is fishy. There weren't even any CFR trucks standing by.

If it had to fathom a guess, I would say it was some sort of training flight. The guy standing looked kind of official, and you're right, there is no CFR gear there.
