It depends on what traffic files you have installed.

You can open up the traffic files with AI Flight Planner and see all the airports that are used in the flight plans

The four home bases where you will see F-2s most of the time are:

Gifu: Test and Development
Matsushima: 21st Squadron (training unit)
Misawa: 3rd Squadron
Tsuiki: 6th & 8th squadrons

I have just installed the F2A/B into my P3Dv4 and updated the FP's that I already had. One small problem though, I cannot find the FP that uses the textures "1JG 13-8514" & "1JG43-8530". Could someone point me in the right direction?
