Does anyone have or know of an afcad for Tengah Airbase, ICAO-WSAT, in Singapore?

here.
The Singapore CAA website contains their entire AIP online with plans for all their aerodromes.

I was actually looking for info on whether anyone else, beside myself, had gen'd up an afcad for this base. Mine is pretty basic but GoogleEarth-based. Unfortunately, the FSX landclassing of Singapore really sucks, so even a GoogleEarth-based afcad looks out of place here right now.

Well, as few responses are forthcoming here (and interpreting that to mean that I haven't overlooked anything that is already available), I'll make a comment concerning a cheap thrill I had while doing some afcad work elsewhere in the Singapore area.
I hadn't installed the Exotic Alberts - Singapore C130s pack yet and finaly got around to it this weekend. I was saddened to find that there aren't any truly decent FSX-specific afcads for Changi Intl/WSSS which has both a westside for the military sharing one of the civilian runways and an east side military-only area. The latter area is just a runway in the default and there isn't any update available. The only FSX-specific addon for the former lacks military parking completely.
So, sigh, I fired up AFX and did some work, one thing leading to another and a few hours later, I'm still at redefining the landclassing for the surrounding area. Anyway, I just turned the traffic sliders back up and what do you know? There were EP-3E's parked at WSSS where before I hadn't ever seen them there! Cheap thrill to say the least but it kinda made the day's effort worthwhile despite the fact that I hadn't even thought this would be one of the benefits.

As fate would have it I have been working on one for about a week now. I'll send it to you later today.
The virtual airline I fly for has a hub based at WSSS. I have been working on a RSAF package to add some mil air to the skies. I have found repaints for the C-130, F-16C/D and the Fokker F27/F50. Right now I am looking for RSAF repaints for the KC-135 and the new F-15SG (AKA F-15E)

Heads up rather than trying to steal Jake's thunder.... but
his FS9 Tengah AB package has hit the avsim streets! Now available for download as rsaf_tengah_ab.zip
FS2004 Scenery — Tengah AB (WSAT), Singapore. Tengah Air Base is located on the tiny Island nation of Singapore and is home to two of its F-16 Fighting Falcons Squadrons, its E-2C Hawkeyes and a large number of UAVs. This scenery was created using RWY12 Objects. Users must have RWY12 object Libraries installed to see any objects. Included in this package are two photo-real AFCADS. The first, (WSAT) for the main base, and a second, (WSAU) for the Helicopter Base just to the west of the main runway.

I plugged this into my FSX installation and I have to say that he's done a great job on it. I only wish I didn't have to disable the FS9-textured trees and manually replace them with FSX-texture trees myself!

No thunder stolen Ford.

I hope everyone enjoys it. I was limited by the # and type of objects that can be placed by RWY12, but it is definitely better then default. As for F-16 fltpln’s, I don’t know of any. Camille Bougerol though, has just released fltplan’s for the 4 KC-135s and the 9 Fokkers. It’s on avsim file name “mil-singapore.zip”. I am hoping to get EZ Scenery for Christmas, and if i do I'll update it with MAIW objects later.

I'd recommend Instant Scenery over EZ Scenery.
IS is also a later development by the same programmer who developed EZ Scenery. IS works with both FSX and FS2004 - while EZ Scenery is FS2004-only. EZ Scenery is no longer being developed while there have been minor updates to IS.
One other thing.. you'd save $5US. LOL!
