Airport Design Editor - ADE9X

ADE9X is the first version of ADE to support both FS9 and FSX
ADE9X Release Candidate 1 is available on
http://www.downloadcenter.scruffyduck.org.uk/
It looks very promising for future projects.

I've been testing ADE9 beta and RC1 and I love it! There are a few issues I've found (with importing AFX files a.o.) that will be ironed out in the actual release, but RC1 is already a very stable product. I really recommend that one reads the manual though as ADE9 can do so much more than AFCAD.
Good old AFCAD and AFX are already gathering dust here

Does it have the preview option like AFX, so you can see the afcad positions on the screen?

No not in the current build Steve. I remember seeing it somewhere on the to-do list though.
