Intrested in creating own scenery and AI

over the past few days i have been umming and arring to if i want to start designing and building my own scenery and AI aircraft and i have now desided that i want to. The problem is i dont know where to start in terms of getting software that allows me to do this. Also if help could be had on how i would go about painting them? what things to use? etc...
so i was woundering if you could give me some advice on what to get to develop this stuff? help would be greatly appreciated.
