How to make .exe file

I'm trying to follow the instructions on how to install MAIW to FSX, but not sure how to do this. Ran Enviroment checker and says can't find FS9.exe.

b.In the Explorer, create a new .exe file in <Virtual FS9> and change the name to FS9.exe (right click in the Explorer view, select new, then any file type and rename it to FS9.exe).

Any help would be appreciated
