I've installed some flightplans for the KC135FRs from the forums, but these require certain range waypoints. I've already tediously dug through all french AI packages, but only found a few of them.
Is there a library with all european/woldwide ranges/fake airports somewhere that I might have overlooked*?

3IRP

DEC4

GR06
*If not, how about one? Most user-made AI flight plans seem to require them anyway.
GR06 is included in a number of our Greek packages, not least the Transports and Trainers ones. If you install the Greek A-7s package you will get 1FBC as well.
DEC1-5 are included in the German Eurofighter Update package.
1SDG is in our Rafales package.
2IRP and 3IRP are included in our AMI 46th Brigata Aerea package.
On the subject of a complete package of them all - it is a sound idea that is not quite as easy in practice. Not from the creation point of view but from the maintenance side of things, i.e. new ones being added or old ones updated.
However it is something that we have been thinking about as part of our packages re-org. So it may happen.

The waypoints could become part of the MAIW object library. And the release frequency of new packages, while high compared to other AI groups, doesn't seem to make maintaining a separate library unmanageable.
Or how about at least a database listing the scenery and waypoints included in the release package?
Or anything else that does away mass downloads and tedious installation and digging through package contents.
We used to have such a listing on this website but the person that maintained that page found it difficult to keep up to date and so it was withdrawn.
Without going too far into legal stuff we always ensure that permissions are obtained before we include files in our packages and with so many people producing these waypoints we have to ensure that all permissions are obtained before packaging up. If we have to leave some out then there is little point in doing it. What is the point of a global package if you then have to download other packages?
As I stated earlier it is something we are investigating but our priority at the moment is to overhaul the way we handle scenery libraries and this is taking some time due to the reason I mentioned.
It may happen but it will not be imminent.

Any chance for a precise location of these files, i.e. which package they're in?
I'm on a metered connection at the moment and downloading a dozen packages into the blue for two dozen waypoint files is not really something I'd be happy about.
