I agree about the language. Which is why I use the terminology available according to the method used. Priority is only seen in the Settings window and Layer is only seen in the scenery.cfg .
You are absolutely correct in this and that is why I carefully use those terms.
Personally I use the SceneryConfigEditor to make changes and it to creates a newscenery.cfg when it saves its updates. I find it easy to use and it shows you when a path is wrong. You can of course just edit the scenery.cfg itself but I would not ask anybody to do that. I only ask people to view it to obtain the layer numbers.
