When on the General Defense Intelligence Program (GDIP) staff. The U2R was one of my programs. The TR-1 was on the operations side of the budget. There are many stories about those two programs and also the SR-71. When I went back to SAC on the DCS Intelligence Staff, I did most of the planning and management of the Support for both. I was there when the SR-71 was shut-down. Actually that happened twice. That is a whole other story of budgets, operational costs, etc. The airplane was owned by another agency and SAC Wings operated and maintained it. Came down to who would put the operating costs into their budgets and there weren't enough takers. There were some other factors but mostly it was budget. There are also some interesting facets to a program to provide some additional U-2R aircraft and some Senators wanting to know why the individual aircraft costs escalated so much. It really just showed their lack of understanding of aircraft production, unions, retooling, etc. It was a fun time!!
