Some of the "readme" was missing. Here it is:
"If you have a good many EZ Scenery and Runway 12 objects then it should work out fine for you. This is strictly for FS9, but it may work for FSX too. I don't have FSX, so I can't guarantee anything. I have Ultimate Terrain and the scenery is aligned with that in mind. (I do not know how it lines up with the stock FS9 coast lines.) If you use Ultimate Terrain USA there are some "hills" to the northwest of the field and a big lump in the water near the bridge in downtown Elizabeth City proper. Anyone who's been to eastern North Carolina knows there "ain't no hills". If you want to get rid of them add the following two lines to the Scenery.cfg file in the ECGAS section.

I have also included three AFCADS and a traffic file. One AFCAD is for KECG proper, to take care of the fixed wing operations. One AFCAD (ECG1) is for the helo operations for the five MH-60J's stationed there. The third AFCAD is provided for Atlantic City (KACY) to provide for military parking spaces for both USCG operations and the Air Guard portions of the airport.
As I use this scenery with the MAIW Coast Guard package the AI flight plan addresses mainly helo operations, a visit for "touch & go's" from a USAF H-130 from the Maryland Air Guard and one HC-144 providing initial familiarization flights for the new plane to the Air Station in Atlantic City, NJ.. HC-130 ops are available with the MAIW package.
I made this scenery before MAIW came out with the Coast Guard Package and have adapted the AFCAD to handle the additional traffic that package imposes. In my times at ECGAS there were only five HC-130's assigned to the Air Station, but I made allowances for the a/c of the MAIW package.
For the scenery: place the ECGAS folder in your Add-on Scenery folder and add it in the usual methods required by FS9.
AI Flight plan: If you use it you will need the Hovercontrol AI Jayhawk, the HC-130H from the MAIW Atlantic Seaboard Package, and the HC-144A from the latest MAIW Coast Guard package.
