What is the best freeware water environment?

I don't know if this is the best but it is free.

I recently downloaded the VOZ scenery from http://www.vistaoz.org/

It includes a program called Blue Sky Center.

It will change your sky and water textures to something more realistic. There are several to choose from too.

I've tried several 'free' texture sets but none of them compared to this.

Hmmm, looks like VOZ is closing its doors for good and leaving FS9 for good as well.
