Do you not have the freeware FSD Talon now? It's a very good freeware model, but only in the "A" config, no glass panel. Flies great to chase AI T-38's around.

I have the FSD talon but I would like to use the ai T-38C talon instead

Where do you get the FSD Talon from? Looked on there site and it still costs.

Well, in simplistic terms you do the opposite of what people have to do when they turn a flyable plane into an AI one.
You will need to add sound and a panel. You will very likely need to replace the .air file with a flyable one, would suggest the one from the FSD package, and then you would need to use the .cfg file from a flyable aircraft, again you have an obvious candidate.
Then you would need to copy certain sections from the AI cfg across to the flyable one, contact points, lights, viewpoint. You will then need to alter the afterburner effect to another one so that it works when the aircraft is at full throttle.
Finally, a word of warning. Do not expect certain functions to operate as you would expect, such as rudder, as some features are not built into the mdl, and some functions you will have to artificially control yourself as some functions are designed to be controlled by the AI engine, such as chocks and warning flags.

Check simviation.com, it's been around for some time now.

Loads of repaints for it, and at least one service pack/update. Someone might even have a "C" panel made, but I'm happy with the original, a must for your hangar if you like military jets!

Not as simple as adding panels/sounds etc.
There are a lot of custom XML animations built into the model itlself. While this in itself doesn't make it unflyable, it 'may' cause some unforseen side effects.
