Missing tool bar and menu bar

I've recently had to reinstall windows and since then the menu bar at the top of the fs9 screen has disappeared along with the tool bar at the bottom.
A few years ago i had to reinstall fs9 and the same thing happend but i can't remember how i got it back.One good thing came of this,i updated my graphics card driver and the difference is amazing.

You're sure you haven't just switched from windowed view to full screen view?

Press "Alt" and see if the menu bar shows up.

When i press 'Alt' the menu bar shows but fs pauses,so i press 'Alt' again and the menu bar disappears. The tool bar at the bottom of the screen never showed.

That's actually good, because now I know that you're in Full Screen Mode

Press Alt+Enter and you're back in windowed mode as before.
