Raid 70 takes off for the final time from Grand Forks Air Force Base, N.D. Raid 70’s departure to Kadena Air Base, Japan, marks the beginning of the KC-135 Stratotanker close-out at Grand Forks AFB. The 319th Air Refueling Wing has 11 tankers remaining and the last one is scheduled to depart in December.

I know, I remember it too. The plane they are mentioning had Fairchild markings, couldn't make out the saerial tho.
