Transparency Problem

Using FSX, DXTBmp, FSDS 3.5.1, PSP X2, Abacus VASS and XP. Not real familiar with creating a transparency. Made 1 or 2, but have hit upon a strange problem. See attachments.
Wonder if someone could help me out with this?
