how to alter an AI aircraft's configuration file, etc.

Can anyone tell me if there is more than one place in the (aircraft cfg or air file) to alter the static_pitch = 0 static_cg_height =0

The static pitch and static cg height settings in the aircraft.cfg file only control the pitch and cg height of an AI when you first start FS9 and it remains in pause mode. As soon as you unpause FS9 the cg height is controlled by the x,y and z coordinates set in the parameter "empty_weight_CG_position" and the AI's pitch on the ground is controlled by the landing gear dimensions in the AI model and the x,y and z coordinates for the AI's contact points needed to have the tires in proper contact with the ground.
