I was watching the photos on the Italian forum where they showed old Aviano photos.
There was a post with some images that caught my attention. It looks like they applied something on the stabilizer of the Aviano F-16s, check the partially cancelled "V" on the tail

With just a few exceptions, all the aircrafts have this "new" feature.
Have a look at this twin seater too: it has the top of the stabilizer coloured like a Kunsan aircraft (Kunsan has the same F-16CG Block 40s as Aviano)

So i'd say they replaced the stabilizers' panels during maintenance... what do you think?
