How To Start Painting

Is there a tutorial on site for beginners who want to learn to paint? I've checked out this forum topic but could'nt find anything that tells a green novice like me how to get started. I have Paint Shop Pro 8 but that's as much as I know. Any help or advice would be welcome. Thanks folks
