Mike is correct.
The alpha channel controls either transparency or reflectivity.
This is set by the modeller and cannot be changed without a re-compile.

None that I know of. We tried painting it for a possible NASA package that we might do and found out that because the way the textures are mapped on the model, it cannot be painted correctly. Unless they have changed recently- - Averrage speed cams work on individual lanes on the motorway, they are networked in pairs. Switch lanes between cameras they can't get an average speed. Try -
Use a copy of the prop_blurred, for the prop_slow.
Set the animation speed in the aircraft config, called something like prop_anim_ratio.
Not sure what engine conditions can be used, sorry.

Never used it on any of mine also. The extra effort and much more polys involved doesn't make it worthwhile. Not as simple as adding panels/sounds etc.
There are a lot of custom XML animations built into the model itlself. While this in itself doesn't make it unflyable, it 'may' cause some unforseen side effects.

Thanks. The NF-15B with canards is in the LOD / testing phase. Unfortunately because of custom XML animations it won't work as a flyable aircraft, it is pure AI only.
