You mean to open a Photoshop PSD format file in PSPv7? Since PSPv7 will save as a PSDv6 you can obviously read and edit them in PSP. I have found that later version PSD files will not open in PSPv7 and you get an error message. I have been able to open them in PSPv8 and then save as a PSPv7 file. Later renaming the result from *.pspimage to *.psp.
For later versions of Photoshop (like most newer paint kits) I have opened the file in a newer version of Photoshop and copy/paste the layers into a new PSP7 file. I prefer to work in PSPv7 -- I've used it for years so I'm very familiar and quick with it.
If there was some other way to convert I too would be interested in hearing about it.

Yeah, I was hoping there was a program that would let me open Photoshop paintkits (since almost all seem to be Photoshop) with PSP7.
