No AI Aircraft shows up at any military base.

I downloaded the AIFP and I'm trying to get my AI Aircraft to show up but when I bring up a flight plan, all I get is aircraft in red. Anybody got any thoughts?

AIFP is telling you that the aircraft cannot be found. That's either because they are not in the right folder or there is a mismatch between the aircraft name in the aircraft.cfg file and the name in the aircraft.txt file. Even a mis-typed character like a "_" can cause this. Just check in the first instance that both names are the same and copy and paste from one to the other if necessary.

In AIFP, try to go under "Bulk Traffic" and then select "List Missing Aircraft Used in Traffic Files", that will show you what the aircraft names need to be in order for the flight plans to see the aircraft.

I double checked my FSX.cfg and found that the folder was not listed. My bad.
