ETAD is Spangdahlem. Try spangdahlem_usaf-52tfw_v20.zip by Chris Brown available on AVSIM. Otherwise just try searching for Spangdahlem on Avsim, plenty of other packages on there.

Try Bitburg_V3 by Michael Wood, Available on Avsim. It's a complete scenery, but does contain a separate AFCAD. The whole scenery package is very good.

Don't forget that after you have edited and saved the flightplans file, you will need to recompile the bgl file by clicking the left hand button. I think Ttools places the file back into Scenery\world\scenery folder by default.
