So I went ahead and programmed some of these Bugz to fly out of Fallon.
I added 8 of them just to see how my frame rates would be.
Not a single one of them shows up and I've checked every possible problem. I guess some models just don't work huh?
Thinking that I had to have done something wrong I added some Marine Harriers...guess what..they showed up perfectly.
Anyway, I'm giving up till someone actually produces a good AI specific F18.

I use a fp program that grabs the titles straight from the cfg file. So no chance of a typo.
I did finally get 1 Hornet to show.
Not sure why but lately on my machine I have to run TTools 2 or 3 times to get any AI to show.
It's not uncommon for me to have to install an MAIW package 2 or 3 times either.
Never have found out what causes this.

Obviously I don't know the full circumstances here, such as whether reboots occurred in between or what OS you are using but it sounds as if the changes you made are not being picked up immediately.
There could be no possible reason that I can think of why it would take 3 installs for something to be picked up, unless for some reason the changes are not being spotted by he OS. Are you Vista or XP, Kev?
Have you made any changes around the time that this first occurred to your system cache (virtual memory), or do you have any software installed that acts as a cache, alleges that it speeds up programs or loading?

OK this really isn 't the best forum for this but if you add some traffic, do you reboot before trying to see if it is working?
The next time you add some traffic, check to see if it is there in FS9. If it isn't, reboot and check again. If it then turns up without you doing anything else then its because your FS9 system is being cached and not refreshed.

I ran into this a few times, and here's how I've tried to narrow down whats going on.
I first start FS with the date set to a sunday, time around 1:00am local time. Once you get there, check to see if the aircraft show up. In most cases (for me anyways), the aircraft show up, since the flight plan hasn't been started yet.
Once you notice that the aircraft show up, advance the time up like 12 hours, or past a time when you know the first set of aircraft should have left and returned. If aircraft start showing up as missing, then something in the flightplans is causing this.
I've found that my aircraft would come up missing after I miss coded a TNG. I found that if the departure time AFTER a TNG is within 1-2 minutes of the arrival of the TNG, the aircrat will come up missing when it should return to the original point. I put my times about 5 minutes apart now, and that has cured all of the missing aircraft due to a miscoded FP
If the aircraft don't show up on the airport before the flightplans starts, then it has something to do with the aircraft. For me, it's usually been the fltsim number for the aircraft being out of sequence, or I have the wrong or mis-typed texture number.
Hope those tips can get you to a resolution. I know how frustrating it is to have missing aircraft, it happens to me quite a bit too when setting up AI, and it really sucks
