Sounds like the old case of duplicate libraries. Do a search and make sure you only have one instance of any particular library bgl file with all the required textures. Upload size limit is 128 MB. There are larger files in the hangar but those were uploaded directly by library staff via FTP.
The current text on the upload form is confusing, as it says both 256 MB and 131072 KB. Only the latter is correct. I'll fix that.

There’s nothing to discuss, really. The sim is agnostic to the concept of formations so the setup doesn’t matter.
